Teknisk og administrativ ledelse og overvågning for at identificere og dokumentere funktionsmæssige og fysiske karakteristikker for et konfigurationselement. Processen består desuden i at kontrollere ændringer i disse karakteristikker, notere og rapportere ændringsprocessen samt implementeringsstatus og verificere overensstemmelse med specificerede krav.
